The Non-Negotiables: Core Licenses & Identifiers for a New GP Clinic

Opening a General Practice in Australia involves more than just finding a building and hiring doctors. Before you can see a patient—or bill a single dollar to Medicare—you must secure a specific stack of government identifiers.

Unlike other businesses, there is no single "GP License." Instead, you need a combination of digital keys and provider permissions. Missing just one can delay your launch by weeks.


1. Corporate & Business Registrations


Start with the standard commercial foundations:

  • ABN & ACN: Your standard business entity registration.

  • GST Registration: Essential. While patient consults are often GST-free, your "Service Fees" (revenue retained from doctors) are generally subject to GST.


2. The "Digital Rails" (Services Australia)


This is the most critical step for your revenue. You must connect your physical clinic to the government’s digital health network in this specific order:

  1. Individual PRODA Account: You (the owner) need this first to prove your identity.

  2. Organisation PRODA Account: You then register your clinic as an "Organisation" in PRODA.

  3. HPI-O (Healthcare Provider Identifier-Organisation): Once your Org account is active, you apply for this 16-digit ID. It identifies your clinic in the My Health Record system and is mandatory for e-Prescribing.


3. Location-Specific Provider Numbers


This is where most new owners get stuck.Medicare Provider Numbers are location-specific.

  • Every GP you hire must apply for a new provider number linked specifically to your clinic's address.

  • They cannot simply "bring" their old number from a previous job.

  • Lead Time: Allow 4–8 weeks for Medicare to process these applications, especially during peak periods (Nov–March).'


4. Site Certificates (The Software Link)


To make your Practice Management Software (like GP Hub, Best Practice, or MedicalDirector) talk to Medicare, you need security certificates.

  • NASH PKI Certificate (SHA-2): This allows your software to securely send e-Scripts and upload Shared Health Summaries. Note: Ensure you request the modern SHA-2 certificate.

  • LSPN (Location Specific Practice Number): Required only if you have on-site diagnostic imaging (like ultrasound) or pathology collection.


5. State-Based Approvals


  • Vaccine Account Number (VAN): You must apply to your State Health Department (e.g., NSW Health, VIC Health) to order free government vaccines.

    • Crucial: You cannot get this account until you prove you have a "cold chain compliant" vaccine fridge (with data logger history).

  • Poisons Permit: While GPs don't need a license to prescribe, holding stock of Schedule 8 (S8) drugs on-site often requires a specific permit depending on your state regulations.
